November 15, 2011 |
The Township Trustees and the Village of Malvern have passed resolutions forming a new joint fire district, known as the Great Trail Joint Fire District. Both fire departments will form into one unit effective January 1, 2012, and be under the control of the new Fire District Board. That board has appointed Ralph Castellucci as Fire Chief, and Tom Borton as the Assistant Chief. The Board members are: Jeff Kapron, Mike Hullit, Jim Wymer, Alan Artzner, and Rod Wise. Neither the Township, nor the Village will have control over the new Fire Department. |

September 14, 2011 |
(1) The feds finally released the "Zack Space" flood money that we have been waiting on for over 4 years. This will buy out 4 or 5 properties that FEMA has picked to be bought with these funds. Out grant people continue to look for more funding, but can't see anything in the very near future. Please report people doing the illegal dumping in the Mal Wayne area!
(2) The township and the village of Malvern are in the process of turning over their fire departments to a newly formed joint fire district. This district is a state government agency, and will have it's own governing board. made up of local people. It is yet to be named, but will be soon. By going to a fire district set up, fire response will be better, more available equipment; and once in full operation, should help keep costs down to the taxpayers.

The township will not be able to purchase any properties that have recently signed a lease agreement for oil & gas drilling; or for mineral rights! If you want to participate in the mitigation buyouts, you can not sign over your mineral rights! |

The township was awarded a Clean Ohio Grant for $345,905.00 to be used for the township's matching funds in the Malwayne mitigation project. |

June 15, 2009 |
The Brown Township Board of Trustees will allow residents of the “Mal-Wayne” mitigation area to use township owned lots in that area, as private/personal gardens. There is a very limited number of available lots for this purpose, and will be available on a “first come-first served”basis. If interested, you must contact the township office to request a lot. If the trustees approve your request, you must come to a township meeting and sign an agreement. You will also have to provide a certificate of insurance, showing you carry liability insure on your current property. If accepted, you will be required to keep the “garden” lot mowed also. Please note, not all purchased / empty lots will be available for this purpose. |

The Township was just awarded a $140,000.00 grant from the MWCD, to be used towards our matching funds for the flood mitigation grant. This saves local tax money from being used from our general funds. The grant was made possible due to the recent MWCD assessments on all properties within their district. The board of trustees wishes to thank the MWCD for their generous help. |

The Township has received a $256,000.00 grant and low interest loan from the USDA for the purchase of a new fire truck; which is being built now. |

We have noticed an increase in the amount of trash being dumped along township roads. If you see anyone doing this, please call the Sheriff's Departmen (330-627-2141), or any of the Trustees. And try to get a license number so we can prosecute the guilty parties.

26, 2008 |
- The
Trustees are currently working with FEMA representatives
to get a partial reimbursment for expenses involved in the
clean up after the September wind storm damage. The amount
may be up to 75% of actual costs.
- Update: March 11, 2009 - We received our funding for use of the township fire trucks, but we are still waiting on the money for the Road Department expenses.
- Update: April 6, 2009 - We received the final payment of funds for the Road Department expenses. This saved our local taxpayers about $8,000!

Flood
mitigation grants update: |

12/08/2009:
The township has purchased the last properties under phase 2 of the mitigation grant. There will be no more purchases until sometime next year, after we obtain funding for phase 3. The grant writers are actively seeking funds to continue the project.

09/22/2009: The last group of people that had "an offer to buy" made on behalf of the township are advised that the state EMA has told the township that these purchases are temporarily put on hold, due to the recent oil and gas lease situation in the area. We are awaiting word from the state legal department on how and when to proceed with the purchases.

The
Trustees have been steadfast in their quest to help
find a solution to the continual flooding in the
area commonly known as Malwayne Acres. As recent
as 03/05/2008, trustees and the grant administrators
were out taking pictures and contacting state officials
concerning the blight of the residents.

Two
EMA flood mitigation grants have been awarded to the
township over the past two years. The purpose of these
projects is to remove affected residents from their
damaged homes. Buy the homes at what was their fair
market value in 2003 -- BEFORE the flooding damaged
the homes. The township then becomes the owner of the
property which is then restricted to "Greenspace".
The land will never again be used for building, but
rather remain open space, farmland, or wetland.

To date (11/20/08) twenty residences have been appraised.
Seven homes have been acquired by the township and razed.
Five eligible residents, for personal reasons, have
declined to participate. The process seems excruciating
slow for the Trustees, residents, and all involved;
but be assured the project is still is continuing forward.

The public needs to understand that each one of the
State and one FEMA grant have come at a significant
cost to the township. Both grants require substantial
matching funds from the township. Brown Township met
the cash match of $9,000.00 for the State grant from
their 2006 budget. Brown Township is now seeking matching
funds of over $250,000.00 to complete the second Federal
grant.

In
the forthcoming weeks, Trustees are meeting with various
State officials seeking additional funding to assist
with this major project. Residents are encouraged to
contact their State and Federal representatives and
express their desire to see both entities help this
community in need.

3/11/09: Things have come to a stand still, waiting on federal and state monies to come through. We continue to look for funding almost daily. We strongly encourage all residents to contact their state and federal elected officials, to let them know this project needs funding to move forward.
