The
City of Monroe is primarily located in Butler County, although a small
portion of the city is located in Warren County. The 2006 U.S. Census
estimate indicates that the population of Monroe is 11,226, which is a
substantial increase from the City's 2000 Census population of 7,133.
The City of
Monroe contacted the Center for Public Management for assistance with
moving their CRA program from a pre-1994 program to a post-1994 program
(in 1994, the laws governing the creation and administration of CRA programs
dramatically changed; existing CRAs were grandfathered under the new provisions
until they had been amended twice - a third amendment to a pre-1994 CRA
requires that the CRA comply with the post-1994 rules).
The CPMRA provided
technical assistance through the development and implementation of the
City's post-1994 CRA program, which included three separate CRAs that
target specific areas of the City where investment and redevelopment have
been limited. CRAs 1 and 3 provide real property tax abatements for qualified
commercial and industrial projects. CRA 2 provides real property tax abatements
for qualified residential, commercial, and industrial projects.

City
of Monroe Housing Surveys (CRA
1, CRA 2, and CRA
3): The Ohio Revised Code requires a community to complete a comprehensive
housing survey before passing legislation that approves a CRA program.
The housing survey must show sufficient evidence of disinvestment in order
for the CRA petition to be approved by the Ohio.
